Imagine you see flashing lights in your rearview mirror, so you pull over. You notice the black police cruiser that stops behind you is unmarked. Then a man approaches your window. He isn’t wearing a uniform. What do you do?

A man driving through Orange County, Florida made the right call when he asked to see Albert Dolan’s badge and ID. The 60-year-old was impersonating a police officer, so he hastily told the driver that he was free to go. The driver noted Dolan’s license plate, then called 911.

Sheriff’s Deputies must have not been shocked to see Albert Dolan’s name come up. You see, this Florida man has a history of impersonating a police officers. He’s even been to jail for the crime. When they confronted him, Dolan immediately announced that he hadn’t been impersonating a deputy. But here’s the crazy part. Dolan was arrested eight years ago for pulling the same stunt–on the same road.

And this pattern is even older. The very first court records of Albert Dolan being arrested for impersonating a police officer are from August 1994.

The Sheriff’s office explains that Dolan has a history of buying retired police vehicles, especially ones with lights and sirens attached. In 2017, he was driving drunk and decided to speed through an intersection. So he lit up his red and blue flashing lights and gunned it to 66 mph in a 35. Winter Garden police officer Cody Hudson saw him and pulled him over. Then things got really weird.

Dolan pulled over and actually approached Officer Hudson’s vehicle. He reportedly called him “brother” and insisted he was a cop. First he said he worked for the Florida Department of Law Enforcement. Then he switched his story to the DEA. He failed a field sobriety test and left in handcuffs.

One year later, Dolan was out on bond and got arrested for impersonating a police officer again. This time he insisted that he was just trying to help the police. He told the officer that he was trying to find a suspect in the neighborhood who was going around “breaking women’s backs.” He was so drunk that when he went to leave the scene, he did so driving the wrong way. This most recent incident proves that even eight years and multiple arrests later, Dolan doesn’t appear to be able to help himself. He doesn’t seem to be using the cover to commit other crimes, just driving up and down Stoney Brook Parkway while roleplaying being a police officer.

How to spot a criminal impersonating a police officer

Most states that allow police officers to complete traffic stops in unmarked cruisers require they be wearing a uniform–with a badge–at the same time. If you meet someone with neither a marked car or a uniform who claims they are a police officer, it’s a good idea to call 911 and ask the dispatcher what’s going on. If you describe your car and your license plates, the dispatcher should be able to tell you if the traffic stop is legit.
